Why NSIPA

The NSIPA is a programme created to change the lives of millions of Nigerians living in extreme poverty, upgrade the standard of living and improve the economy of the country. The program achieves this by setting up interventions that work to reduce the rate of youth unemployment, eradicate malnutrition among children, improve school enrollment among children, and provide access to affordable credit for MSMEs. Through this, millions of Nigerians will have access to basic financial aid to meet some of their basic needs.

From the Co-ordinator's Desk

The National Social Investment Programme Agency (NSIPA) is Nigeria’s central institution for coordinating and delivering extensive social protection interventions targeted at the country’s poorest and most vulnerable populations. Its legal foundation is the National Social Investment Programme Agency (Establishment) Act, 2022, which transformed NSIP to NSIPA into a statutory agency. The Act provides NSIPA with powers and legal framework to design programmes, manage beneficiaries database, strengthen payment and accountability systems, and collaborate with states and development partners to ensure coherent national implementation.


With this legislation, the institutionalization of NSIP through the NSIPA Act, 2022 strengthened governance by formalizing programme structures into six core programme departments, each responsible for a distinct pillar of social protection. The six core departments are:


  • National Home-Grown School Feeding Programme (NHGSFP)
  • National Cash Transfer Office (NCTO)
  • Government Enterprise and Empowerment Programme (GEEP);
  • N-Power
  • National Social Safety-Net Office (NASSCO)
  • Grant Vulnerable Group (GVG)

To uplift millions of abandoned Nigerians in every part of the country, 6 different interventions were formed under the NSIPA namely: N-Power, National Home-Grown School Feeding Programme (NHGSFP), National Cash Transfer Office (NCTO), National Social Safety-Net Office (NASSCO), Government Enterprise and Empowerment Programme (GEEP) and Grant Vulnerable Group (GVG).

NPOWER

A program created to reduce the rate of unemployment in the country. Graduates and non-graduates are given jobs and also trained in relevant skills that will make them earn more money and help them stand out both locally and globally.

GEEP

A program where loans of between 50,000 naira and 300,000 thousand naira are given to women under the marketmoni program, farmers under the farmermoni program, and enterprising youth under the tradermoni program.

NHGSFP

The NHGSFP was created to address hunger and malnutrition among Nigerian children, enhance school enrolment, and increase agricultural production and economic growth.

GVG

The Grant for Vulnerable Groups (GVG) Programme aims to empower marginalized Nigerians by reducing poverty, enhancing livelihoods, and restoring human dignity through social and economic inclusion.

NASSCO

The National Social Safety Nets Coordinating Office (NASSCO) serves as the central coordinating body for Nigeria's social protection initiatives, with a mandate to identify and support poor and vulnerable households through an integrated, harmonized, and well-managed national social safety net system. NASSCO is responsible for building and maintaining the National Social Register, coordinating across institutions and programs, facilitating the use of targeting and payment systems, and ensuring policy coherence and knowledge sharing across the sector. Under initiatives like the National Social Safety Nets Project-Scale Up (NASSP-SU), NASSCO has expanded access to millions of households through shock-responsive cash transfers, strengthened state and community-level targeting mechanisms, and improved monitoring and evaluation to ensure efficient service delivery. Its work includes training personnel, managing grievance redress systems, linking stakeholders, and publishing guidance and progress reports, all aimed at reducing poverty and improving the effectiveness and reach of Nigeria’s social safety net programs.

NTCO

The National Cash Transfer Office (NCTO) was established to support Nigeria’s poorest households by improving nutrition, enhancing household consumption, and investing in human capital development. NCTO delivers cash transfers to various categories of vulnerable populations, with the dual aim of promoting immediate welfare and encouraging co-responsibilities that strengthen the capacities of poor and vulnerable households (PVHHs) to improve their standard of living. Its mandate is to provide targeted social transfers under an expanded National Social Safety Nets System, focusing on households identified as living below the basic needs poverty line through a community-based targeting mechanism.
